Seems like a difficult chore. It's probably easier to let them classify themselves into boards and keep them from the front page once the site reaches a tipping point.
Nothing is foolproof against a sufficiently talented fool and every time you make something idiot-proof the universe invents a better idiot.

Admin-Kun Really trying for Security through obscurity here by deleting the comments which mention that bans are easy to circumvent. The nature of this platform is that no one has to comply. There is no psychological incentive for people to comply, that ism the attachment towards one's account and history. IP address and Browser JS reporting is a poor method of enforcement that the users of the site have full control over. The fact that sites with normal registration struggle with enforcement of ban evasion is proof enough, and well this site **only** has those barebones technical means(Edited)

Bans are never perfect, but most users will not bother evading a ban just to keep using a site. The goal is to reduce abuse, not to achieve 100 percent enforcement.
